Greetings,

Congressman Davis has scheduled the markup session for HR1317 for this coming Thursday, September 22.

He and his staff have continued to disregard our requests for a hearing to discuss serious loopholes in

HR1317 and badly needed provisions that would include and apply to whistleblowers from the intelligence

and law enforcement community. Considering the unprecedented number of national security whistleblower

cases that have surfaced in the past four years, it is appalling to see that the chairman of the House

Government Reform Committee, of all committees, continues to ignore national security whistleblowers,

and refuses to deal with well-known deficiencies of the Whistleblower Protection Act. Congress’ role

in overseeing the agencies involved in national security, and its responsibility to insure that reforms

needed to sustain and insure our nations’ security are implemented would be impossible without these

courageous UGGS insiders and experts – these national security whistleblowers. Then, why is it that the

Chairman of House Government Reform has yet to take a step towards protecting those who help make

oversight and reform possible? How does Chairman Davis define ‘Reform’ when it comes to the agencies

that are responsible for our nation’s security? Does Chairman Davis expect to receive a full picture

of performance, loopholes, and deficiencies through those whose sole purpose is to protect their career

and position? Has Chairman Davis even noticed the significance of very recent national security

whistleblowers such as Coleen Rowley, Robert Wright, Lieutenant Colonel Anthony Shaffer, Richard Clark,

Bogdan Dzakovic, and many others, in shedding light into severe problems, incompetence, and

deficiencies within our intelligence and law enforcement agencies?
